StringFormat属性只是BindingBase上的常规属性，常规属性不能只是依赖属性可以绑定目标。所以答案是：你不能这样做。

一些可能的方法：

子类TextBox并添加一个字符串格式依赖项属性，您可以绑定该属性以提供所需的功能
使用FormattedValue属性扩展您的视图模型（如果有的话）（可能有点难看）
对Text属性使用MultiBinding。一个绑定转到Value，一个绑定到模板化父级的ThisStringFormat。然后编写一个实现IMultiValueConverter的转换器来返回格式化的值。
