程序集System.Deployment未在Mono中实现，AFAIK没有计划。尝试从项目的引用中删除它，它可能在没有它的情况下构建 - 如果没有它，那么你必须重写依赖它的代码（不应该有很多，并且它将是Windows特定的）。
