对于初学者,您使用两个单独的签名功能。较旧的ISO9796与PKCS#1签名格式有很大不同,如果在Java端指定"SHA1withRSA",则使用该格式。你真的需要消息恢复吗?它现在主要用于卡可验证的证书(如果使用它)。

只需在Java Card端使用SignatureALG_RSA_SHA_PKCS1代替SignatureMessageRecoveryALG_RSA_SHA_ISO9796_MR

如果你想要消息恢复,你可能不得不在Java端使用Bouncy Castle库(甚至在Bouncy中使它正常工作有点棘手)。
