我自己在这里找到了问题。在c＃代码中，我对base64进行了额外的编码，使其恢复为字符串，而不是仅仅将字节转换为字符串。

替换

return System.Convert.ToBase64String(content);

与

return System.Text.Encoding.ASCII.GetString(content);

在DecryptSSL函数结束时
