发现问题出在从源代码构建Ray，大概是没有正确安装。
使用pip install -U ray进行安装。
如罗伯特·罗伯特（Robert）的评论所述，将ray.init()移到if __name__ == '__main__':块中可以在Windows计算机上正确执行。
