I don't believe that either classic or new Google Sites provide a way of automating this process, which I think was the gist of your question?
I believe you refer to the "share with others" option, which is the tool provided for fine-grained access control to a Site. But this does not have a bulk share facility, nor does new Google Sites (yet) have an API that would allow you to write your own. So you have to do it manually.
Things are different if the Site is effectively an Intranet Site within a G-Suite for Business Domain, as access can be specified on a domain-basis.
