ob_start在带标题发送错误的实时服务器中不起作用

我现在收到标题已发送错误。

即使我正在使用：

echo "<meta http-equiv='refresh' content='0;URL=header2.php?login=success' />"

代替header("Location ")

我也尝试包含 ob_start（）和 ob_end_flush（），但仍然收到相同的错误消息。
