我在app文件夹（app.py所在的文件夹）下面创建了一个静态文件夹，并将.css文件放在其中。显然这不是正确的位置...

我可以回答我自己的问题。我需要在每个.html文件中包括指向样式表的链接，而不仅仅是layout.html。一旦这样做，css就开始工作。
