错误来自Haystack，所以看起来你的Haystack版本不支持Django 1.11。

尝试升级Haystack。版本2.8.1是撰写本文时的最新版本，支持Django 1.11。

我无法在文档中找到任何明确的内容，但this commit表明在版本2.7中添加了对Django 1.11的支持。
