插入Foreign Key表格

我收到此错误：

在我的localhost中，我可以看到它想要返回的值。这个错误我认为是因为我还没有插入acc_id SQLSTATE[23000]: Integrity constraint violation: 1048 Column 'acc_id' cannot be null
