I rebooted my smartphone, the internet device. then opened the command prompt   on laptop and executed the following commands:-   

1. ipconfig / release（它发布了当前的IP配置）

2. ipconfig / renew（DHCP服务器分配了新的IP地址）

   以上解决了这个问题。
