services.AddFluentValidation(fv => fv.RegisterValidatorsFromAssemblyContaining<Startup>());

替换为

RegisterValidatorsFromAssemblyContaining<Startup>() to RegisterValidatorsFromAssemblyContaining<CurrencyDTOValidator>()
