我找到了解决方案。

我使用我的Web服务定义准备了webservices.xml（虽然不需要），并将其放在WEB-INF目录中。使用这样的文件进行部署解决了这个问题。现在部署的wsdl只有一个MTOM策略： - ）

就我而言，删除@ javax.jws.WebService上的wsdlLocation属性有帮助
