您在调用IdentityRole时会指定ApplicationRole而不是services.AddIdentity<ApplicationUser, IdentityRole>()，RoleManager<IdentityRole>会注册RoleManager<ApplicationRole>，但不会注册您的帐户管理员使用的IdentityRole。

在ApplicationRole方法中将ConfigureServices替换为services.AddIdentity<ApplicationUser, ApplicationRole>() .AddMongoDBIdentityStores<ApplicationDbContext, ApplicationUser, ApplicationRole, string>();，它应该有效：
