最后我解决了这个问题。我使用 Oracle Java 6 来执行Eclipse。升级到 Oracle Java 8 后，安装过程正确执行。

转到Help > Install new software...

添加以下网址：http://download.eclipse.org/tools/cdt/releases/8.4/并从那里安装CDT。目前市场上CDT的Luna存储库无法正常运行，因此手动方式即可。
