问题解决了。

在RVM中，我用二进制安装了ruby2.0.0，没有编译源代码。

所以我做了

rvm remove 2.0.0和rvm install 2.0.0 ----disable-binary

所以ruby 2.0.0已经从源代码编译并且乘客编译工作正常。

You have to install development tools first.
