我找到了解决方案。要解决第一个问题，我必须更改不包含CarrierCodes的ServiceType值。适用于GROUND_HOME_DELIVERY的CarrierCode是FDXG。

第二个问题是重量超过70磅的包裹应该使用FEDEX_GROUND发送，而不是GROUND_HOME_DELIVERY。
