如果我错了，请纠正我但是，针对您的RADIUS服务器（SNDA-192-168-21-78）的SNDA-192-168-14-131的IP地址不是58.215.164.98，是吗？如果不是，那就是你的答案。您的RADIUS服务器只能在clients.conf中配置的NAS上使用正确的密码。

尝试将192.168.14.131（如果是该主机的IP地址）添加到clients.conf然后尝试。
