如果链接文件上有较新的选项，则项目无法使用副本构建

我有一个引用.NET 4.5.1项目的.NET Core控制台应用程序。 此4.5.1项目添加了一个文件作为链接。

一切都在正确建立。

当我将链接文件从Do not copy更改为Copy if newer时，我的.NET Core项目不再构建：

Failed to make the following project runnable: ConsoleApp1 (.NETFramework,Version=v4.6) 
reason: Could not find file 'c:\users\nbedard\documents\visual studio 2015\Projects\ClassLibrary1\ClassLibrary1\bin\blop.config'.

实际上，该文件位于另一个位置：

C:\Users\nbedard\Documents\Visual Studio 2015\Projects\ClassLibrary1\ClassLibrary1\bin\Debug\blop.config

看起来.NET Core项目没有到达 Debug 文件夹。
