WIF中的默认保护是使用DPAPI，如果尚未加载配置文件（通常在云托管中失败），则会失败。您可以使用依赖于ASP.NET机器密钥的MachineKey保护

另一方面，如果您使用的是内置的.NET 4.5和System.IdentityModel。您不再需要WIF，并且核心组件中已有机器密钥保护。此外，您将必须引用System.IdentityModel.Services dll（其中包含http模块）
